According to the Center for Combating Disinformation, pro-Russian telegram channels spread information about holding a large-scale "holiday concert" on the occasion of the completion of the "people's will" in the temporarily occupied territories of Kherson, Zaporizhzhia, Donetsk and Luhansk regions and their reunification with Russia. The concert is scheduled for September 30th.

However, in order to create a picture of “enthusiastic” spectators who will publicly “rejoice” at the occupation, the Russians will use the “administrative resource” - the lists of spectators are pre-approved, and attendance at the “celebration” is mandatory. Also, according to the results of the "celebration", men will be granted a respite from mobilization.

Thus, the Kremlin propaganda is trying to impose on the world community the illusion of popular approval of the occupation of the sovereign territories of Ukraine and to legitimize it. In a similar way, Russian propaganda tried to convince that in Kupiansk they rejoiced at the occupation and celebrated the Day of the Russian flag, while temporarily occupied Mariupol allegedly celebrated the Day of the Metallurgist.

Allegedly, payments will be made through the Unified Compensation Center for the return of unpaid funds and the “YeHelp” platform in partnership with the Ministry of Social Policy. There is no such assistance program. On the website of the "YeHelp" platform, there is no information about payments through the Unified Compensation Center for the return of unpaid funds. Moreover, in Ukraine there is no Unified compensation center for the return of unpaid funds. The Facebook page from which fake mail is being spread belongs to scammers. It has few readers, no publications. There are more than 12,000 readers on the official YeHelp page on Facebook. The Center's website asks for an email address, phone number, and contact details. Later, they name the amount of possible compensation and offer to pay a small amount for legal services to register the questionnaire. Fraudsters send a link where you need to enter all your card details: number, expiration date and CVV2 code. This way they get access to all the funds on the card. Previously, the scammers offered Ukrainians to receive seven thousand hryvnias from the confiscated assets of Russia, they also promised payments in the amount of 3,500 hryvnias due to Russian aggression. The fraudulent scheme was reported in the official telegram channel of the National Bank.

Messages appear on social networks in which scammers claim that the National Bank of Ukraine is allegedly holding a charity event together with the Your Support Foundation so that all Ukrainians are paid a "social-individual payment".

To fill out an application for the payment of such assistance, the attackers offer to switch to a fraudulent chatbot.

The NBU warns that attackers may offer to provide personal information and make an additional payment for assistance, as a result, payment card data may be compromised.

Under the pretext of making a payment, scammers may ask you to report:

• pin code to the card

• three-digit number on the back of the card

• card validity period, etc.

The National Bank notes that it does not make any social payments.

Currently, the NBU is holding a charity event to raise funds to help the Armed Forces of Ukraine. But it does not involve payments.

The scammers are ruthlessly taking advantage of Ukrainians' predicament during the war and continue to offer fake payouts. Ukrainian banks publish all official information on their websites or in their own social networks.

Disclosure Russia convinces young people through TikTok that it is the only energy independent country

Russian propaganda has begun circulating TikTok videos in various languages that make fun of the energy crisis. This was reported by the Center for Counteracting Disinformation under the National Security and Defense Council in Telegram.

A video appeared on social networks about a frozen hero who decided to add heat to his home, but the police rushed to him. At the same time, videos of the opposite content with the gas or hot water turned on are being distributed in Russian on TikTok.

“Thus, Rospropaganda is trying to influence the audience over the age of 18. Instead of the traditional intimidation, Russian propaganda is trying to create the impression that supposedly Russia is the only energy independent and rich country”, the message adds.

In fact, the share of Russian energy carriers in the world market is less than 10%.

Analysts emphasize that with the onset of the heating season, Russia will only increase the energy blackmail of the population. Note that earlier Russian propaganda in the context of messages about the gas crisis in Europe always mentioned sanctions against Russia. Now the Russians are spreading the thesis that Russia is the only country where you can keep warm in winter and not save on electricity and hot water.

There are reports on social networks that the IT military allegedly created a telegram channel, where they use radar to inform which direction missiles are flying, and also broadcast live from the front.

According to the fact-checkers of the Brehunets (Liar) project, over time, messages from channels disappear, and if you follow the link, you can come across an outside channel, the purpose of which is to gain an audience and “promote” the channel. Therefore, analysts urge not to follow such publications in the telegram.

Note that the Ukrainian army does not broadcast its battles because all operations remain secret. And it is generally impossible to know the exact trajectory of a rocket flight.

There are reports in social networks that the Armed Forces of Ukraine are allegedly implementing punitive measures in the de-occupied territories. The so-called document mentions the huge losses of the Armed Forces of Ukraine and the forced mobilization of those liable for military service. However, this is all untrue.

According to analysts at the Center of Disinformation, the document is fake because:

it contains errors that are not inherent in Ukrainian business speech: “to work out passages”, “on the territory liberated”, “we will organize the work as soon as possible”;

in the "document" incorrectly formatted field "Recipient";

the barcode of the "document" is placed in violation of the rules of official document management.

Disclosure Propagandists are spreading a manual for the Ukrainian military “how to surrender properly”

Anonymous telegram channels disseminate a call to Ukrainians to “save the life of their son, husband, father, brother, friend, and even enemy”. To do this, they propose to convey orally or in writing (through repost) the content of the video instructions on how to properly leave their positions and avoid criminal liability.

Propagandists offer to leave their positions and leave the combat area with entire military formations. Like, the more people, the better. They argue that allegedly only individual military personnel, but not units, can allegedly be accused of desertion. They also advise "to isolate or neutralize the nationalists and informers of the SSU in your unit." Propagandists call for recording a video message to the leadership of Ukraine, the command of the Armed Forces of Ukraine, a unit, a military unit, which should include all military personnel who decide to leave their positions. Like, this will also “protect” from the charge of desertion.

In fact, Article 408 of the Criminal Code of Ukraine provides for criminal liability and imprisonment for both individual (two to five years) and group (five to ten years) desertion. Desertion under martial law is punishable by up to 12 years in prison.

Like, the Armed Forces of Ukraine set up a dirty barracks in an Orthodox church, “the holy altar is disgraced”.

They were not stopped by the fact that the video was signed by @Pravda_Herashchenko, that is, from the telegram channel of the adviser to the Minister of Internal Affairs Anton Herashchenko.

On September 14, Anton Herashchenko was in Izium with a group of foreign journalists during the flag-raising with the participation of Volodymyr Zelenskyi. On September 15, on his telegram channel, he published a video from the temple near Izium.

“The Rashists have turned the temple in Izium into a pigsty hospital. Details: judging by the situation, the wounded were buried right here by their commanders. As usual with orcs, the church turned into a barn. Ukrainians do not even keep animals in such conditions. No one doubts that the “second army of the world” has come to us to fight against the civilian population, schools, hospitals and churches”, wrote Herashchenko.

On September 6, in the morning report of the General Staff, it was reported that the Russians use the Holy Trinity Church in the village of Mala Komyshuvakha as a field hospital.

On September 10, the Ukrainian military liberated Izium. Later, during an inspection of the temple, the fighters of the Armed Forces of Ukraine shocked the “military hospital” of Russian infidels in the Kharkiv region: “A putrid stench and complete unsanitary conditions”.

This is not the first time Russian propagandists have attributed to Ukrainian soldiers the mess that their army actually made. But before, at least they didn’t steal the video filmed during the inspection by the Ukrainian military of the territory liberated from the Russians.

The bridge was built in 1943 by the German invaders and six months later it was blown up by German sappers during the retreat. In this form, the remainder of the bridge stood for 78 years until the victorious strike of Russian helicopters. Writing stories about the successes of the Russian army on the territory of Ukraine, propaganda seeks to somehow hide its own failures, in particular, their retreat due to pressure from the Armed Forces of Ukraine in the Kharkiv region.

Disclosure Fraudsters offer Ukrainians to receive seven thousand hryvnias from confiscated assets of the Russian Federation

A message with information that all Ukrainians can receive compensation from seven thousand from confiscated assets of the Russian Federation is distributed on Facebook from a page called Info Plus. 

The report says that recently in Ukraine they “signed a law” and you can become one of the first to receive funds. However, all this is an invention of scammers who use photos from well-known Ukrainian banks in their messages to make their messages look more truthful in the eyes of Ukrainians.

In fact, there is not a single law in Ukraine that allows Ukrainians to receive compensation from the confiscated assets of the Russian Federation. Also, there are no regulations that allow you to receive such payments. As the fact checker of the Brekhunets (Lier) project writes, if you go to the site indicated in the message and click on the “get paid” button, go through all the procedures on the site, a tab will open with the inscription: “to receive a multi-thousandth payment, you need to pay a commission several times”.

The scammers promise to return the so-called commission within 24 hours, and then a page opens where you need to indicate the bank card number along with confidential data. With this data, scammers can get access to the money on your cards, so never send your details to strangers.

Disclosure In the Rivne region, scammers send out fake letters asking for money for the Armed Forces of Ukraine

Fraudsters send letters to entrepreneurs ostensibly on behalf of the Varash regional military administration and ask them to make a charitable contribution to help the Armed Forces of Ukraine. But they promise tax breaks. The letter notes the bank details to send funds to. The scammers also call residents of the area asking for help.

The head of the Varash Regional State Administration Liudmyla Marynina on her Facebook page denied both sending letters from the RSA and phone calls, and noted that she did not know the recipients of the funds. She also informed law enforcement about the actions of the attackers. The fact-checkers of the Brekhunets (Lier) project told about the fake letter.

This is not the first time that scammers have exploited the sensitive topic of aiding the Armed Forces of Ukraine for profit. Previously, a fraudulent letter was sent to entrepreneurs allegedly from the Odesa Regional State Administration for participation in the humanitarian aid program of the Armed Forces of Ukraine. The scammers also pretended to be relatives of servicemen who needed help.

Disclosure The Russians made a film about “disclosing SSU agents” in the Kherson region

The purpose of the film is to discredit the Security Service of Ukraine and accuse Ukraine of terrorist activities in the territory of the temporarily occupied territories of the Kherson region and the Crimean peninsula.

According to Kavun.City, the invaders staged a multi-act performance with the participation of pseudo-journalists, FSS officers and actors of various roles: “double agents”, “SSU officer”, “victims of terror”, “perpetrators of assassination attempts”, etc.

The video, lasting more than 17 minutes, was made by the Russian propaganda TV channel RT. The “premier” took place in the evening of September 12, in the morning of the same day they spread “news” about the detention of “SSU agents” in Crimea, messages and short clippings from interviews with “victims of staged atentates”, short interviews with “random perpetrators” and the announcement of a “big investigations."

Propagandists allegedly talk about a three-month secret operation by the FSS to prevent the murders of "representatives of the authorities of the liberated cities of Ukraine" and expose the "terrorist activities" of the Ukrainian special services. In particular, it is told that the Ukrainian media reported the murder of collaborators from Nova Kakhovka Serhii Tomko and Vitalii Hura. However, all Ukrainian media reports on this matter had a single source: the propaganda resources of the enemy.

The authors are trying to demonize the Ukrainian special services, so they add specific bloody details to the story, claim that “Ukrainian special services work according to terrorist methods”, and compare them with the Islamic State. The film was immediately shot in English, and then adapted for Russian-speaking viewers. The release of the "tape" was accompanied by massive media support.

Russian propaganda uses cinema not for the first time to promote pro-Russian narratives and create virtual reality. Previously, "Media Detector" talked about the propaganda films "Mariupol: Chronicles of a Russian City" and "Russian Kherson". We've been waiting for this for 30 years." Anonymous pro-Kremlin telegram channels began to work proactively, assuring that Ukraine would launch messages that the Russians had tortured civilians in the occupied Kharkiv region. As of September 9, the Armed Forces of Ukraine fired and took control of more than 30 settlements in the Kharkiv region. Now there is a demining of the territories, after which they will announce the losses among the locals.

According to the head of the Investigative Department of the Kharkiv Region Police, Serhii Bolvinov, the first facts of Russian atrocities have already been recorded in the dismissed settlements. In particular, in the village of Hrakove in the Chuhuiv region, which the Ukrainian Armed Forces sacked in September after half a year of occupation, the police exhumed the bodies of two non-local men killed in March. They have gunshot wounds and signs of torture on their bodies.

“There are two more places in this village, they will be examined after demining,” Bolvinov said.

However, the propagandists are only trying to intimidate the Europeans and promote the narrative of the failed West.

According to the Center for Counteracting Disinformation, RT international, the main mouthpiece of Russian propaganda, has launched a disinformation campaign about the consequences of the alleged energy crisis for Europe.

Active participants in various shows on RT international are promoting messages that the United States is killing Europe, since it is beneficial for them that the West refuses Russian gas. Also, allegedly the United States is indifferent to the problems of the West, but only focused on Ukraine. This all leads to the same narrative that Europe will not survive this year’s winter.

The disinformation campaign aims to undermine Ukraine’s authority on the international stage by isolating it, as well as to reduce assistance from partner countries.

Disclosure Fraudsters lure Ukrainians with payments from the UN

On social networks unknown persons spread information that all Ukrainians can receive assistance in the amount of 8,800 hryvnias per person from the UN. In particular, as the fact-checkers of the Brekhunets (Lier) project write, a screenshot of a message is being distributed by the network, which shows that the person allegedly received a transfer from the UN World Food Program. The person is allegedly informed that he received 8,800 hryvnias. Fraudsters convince: absolutely all Ukrainians will be able to get help. However, as the fact checker writes, the authors of the mailing lists mislead Ukrainians because not all residents of Ukraine can receive such help.

Yes, the WFP program from the UN, which helps Ukrainians in war, really exists. However, the Ministry of Social Policy of Ukraine clearly defines who can receive such assistance. In particular, these are internally displaced persons. And the maximum amount of assistance that can be received from the UN per family is 6,660 hryvnias, not 8,880 at all.

Disclosure It is not a grandmother of Chrystia Freeland in the photo next to Hitler and Goebbels

The well-known photograph, replicated by social networks, next to Hitler and Goebbels shows not the grandmother of the Canadian Deputy Prime Minister Chrystia Freeland, but the wife of the Nazi Reich Propaganda Minister Magda Goebbels.

Writes “Reuters”. At the same time, the agency refers to several Facebook and Twitter accounts at once, some of which are verified.

However, the original source of this photo is from the media company Getty Images. There, a similar photograph is dated to the 1930s and bears the caption: “German dictator and Nazi leader Adolf Hitler (1889–1945) (center back) stands with Nazi propaganda minister Joseph Goebbels (1897–1945), his wife Magda (1901 - 1945) and their three older children”.

This lie is also spread by pro-Russian channels and accounts in order to accuse the Deputy Prime Minister, who is of Ukrainian origin, of having Nazi supporters in her family, and thus to compromise her. Meanwhile, Chrystia Freeland and Canada remain among Ukraine’s closest foreign partners.

Disclosure Fraudsters pretend to be relatives of military personnel who need help

To do this, they create messages on social networks in order to fake donations supposedly to help wounded soldiers.

The fact-checkers of the project “Beyond the News” checked the message in which the user signed as “Our Victory” calls on those who are not indifferent to help his “brother” Vadym Dobrovolskyi. He is allegedly wounded and in a coma after being hit by debris in the head. The fundraising message (€12,000) was published in early August and went viral with 59,000 shares, 3,500 likes and almost 6,000 comments. However, scammers are hiding under the user who posted the message. Fact-checkers also found another, very similar message about “help” to another “wounded” person.

The message uses two archival photographs from 2015, which have nothing to do with the text of the messages. There is also a discrepancy in other reported information. The phone number +380986704972 of the “brothers” of the wounded was previously used to register a personal Facebook account, which is now blocked due to “impersonating another person and using a fictitious name.”

The phone number +380986704972 was used in another help message. Here it is listed as a phone number “for contacting the parents of the wounded soldier Yurii Sternadchuk”. The message was allegedly made on behalf of the father, Volodymyr Sternadchuk, although it was published in April by a user signed as “Glory to Ukraine”. The photo of “Yuri Sternadchuk” is a screenshot from the video in Tik-Tok on the @muzhikam channel. This user creates a video about the everyday life of the Armed Forces of Ukraine. The video from which the screenshot was taken was uploaded on April 17, and the Facebook post about the injury of the so-called Yurii Sternadchuk will appear two days later. On the phone in one of the social networks, they found the real name of the author of the channel, but they did not find any connections of this person with Yurii or Volodymyr Sternadchuk.

The reports about the “wounded” soldiers Vadym and Yurii are almost identical, only the date of the “wound”, the photo and the amount of “help” differ. In the first case, 9 thousand euros were collected “for the wounded”, in the second - 12. Fraudsters see what an emotional response the stories about wounded soldiers of the Armed Forces of Ukraine evoke and come up with stories that are similar to the truth for profit.

Disclosure Fake photos of captured servicemen in Olenivka are being circulated on social networks

The fact-checkers of the NotaYenota (The note of the raccoon) project drew attention to the photo and found out that the photo was not from Azov and Olenivka. This is a photo from one of the largest Nazi concentration camps, Buchenwald, taken in 1945. As evidence of the detention of Azov prisoners in Olenivka, it has almost 9,000 shares. Fact checkers say that at first this photo was shared by bots, and then picked up by real users. It was also circulated in many patriotic and anonymous pseudo-patriotic groups.

The Facebook page Ukraine LIVE spread a message about “3 hellish months” of the captivity of the Azov people (although in fact it has been more than three months already). The report compares their detention in Olenivka with the detention in Auschwitz and the Hulah and illustrates it with a number of photographs – Ukrainian soldiers in captivity and a photo allegedly from Auschwitz. Actually photos from Buchenwald and other camps. The photograph of 1945, which has the Olenivka geotag, has been shared more than 8.7 thousand times and the number is growing.

In the temporarily Russian-occupied territories of Ukraine, the Russian authorities are distributing Russian educational materials in schools. In particular, according to the Institute for the Study of War, pro-Russian authorities from Sevastopol arrived in Starobelsk, Luhansk region, to hand over backpacks and official state symbols of the Russian Federation to local schools. The Russian-appointed head of Crimea, Serhii Aksionov, also urged teachers in Crimea to strengthen the patriotic program in Crimean schools, in particular, to inform children about the decision of Russian President Volodymyr Putin to conduct a “special military operation” in Ukraine. In addition, the first lesson, which will be held in schools in the occupied Donetsk and Luhansk regions, is focused on the lesson outline, which is taken from Putin's article "The Historical Unity of Russians and Ukrainians", his speeches on the recognition of the independence of the so-called Donetsk and Luhansk People's Republics, as well as the start of a "special military operation". According to the Institute's analysts, in these speeches, Putin rejected the legitimacy of Ukrainian identity, saying that it "is a product of the Soviet era ... and historical Russia was developed on this land." Institute experts call such actions of the Russian authorities an attempt to erase Ukrainian identity in the territories occupied by Russia. Remember that in the temporarily occupied Melitopol, the occupation authorities are trying to resume the work of schools and, according to the mayor of Melitopol, Ivan Fedorov, they want to open 4 schools, for which teachers will be brought from distant regions of Russia. As for pupils, due to the frantic "deficit" of schoolchildren, the occupiers are frightening parents that they will deprive them of parental rights.

Disclosure The allegedly Chinese volunteers of the Russian army shown in the photo are actually tourists in an amusement park

The project "Beyond the News" warned about a photo that has been "circulating" on the Internet for two months. Fact-checkers noted that the people in the frame are Chinese tourists in a Russian paramilitary amusement park, and not special forces of the People's Liberation Army of China, who are sent to Ukraine to fight in the name of the Russian volunteer army or the military from the joint exercises of the Russian Federation and China.

On August 17, the Russian Federation did indeed report on joint military exercises with China, which are to be held in Russia from August 30 to September 5.

In fact, the photo shows Chinese tourists in a Russian paramilitary amusement park near St. Petersburg, which hosts military-style corporate parties, team buildings and birthdays. The description of the park says that “a group from China was dressed in the uniform of Russian special forces and equipped with equipment:

“Our company welcomed very important guests from China. Tourists from friendly countries have long been taken to private army training grounds to give them new opportunities and experiences. We ordered a Chinese flag and stripes, developed a safety technique for the sunset in Chinese. Our training area is one of the most interesting and safe today,” the archived publication says.

The same photo was also posted by the amusement park on another page of its website on July 23 under the heading: “Organized a one-day tour for a delegation from China.”

After requesting AFP fact checkers to the park administration, all photos of the event were deleted and are available only in the archive. In addition, the photographer who filmed this event assured the checkers that the people in the photo were tourists. In addition, during official exercises it is unacceptable to simultaneously use flags of different countries on chevrons, and if Chinese soldiers served in the Russian armed forces, they would wear only Russian insignia, said Elzbieta Mikos-Skuza, a professor at the Faculty of Law at Warsaw University.

According to the mayor of Melitopol, Ivan Fedorov, they want to open 4 schools, for which they will bring teachers from distant regions of Russia. As for pupils, due to the frantic "deficit" of schoolchildren, the occupiers are frightening parents that they will deprive them of parental rights. Letters are sent to parents stating that, allegedly, for not sending their children to Russian schools, they will first warn them, then fine them forty thousand rubles, and then deprive them of parental rights. Such threats are received not only by Melitopol residents, but also by the remaining families in Mariupol. The fact-checkers of the "Perevireno.Zaporizhyzhia" project received the lawyer's comments on this matter. He said that only Ukrainian legislation is in force in the temporarily occupied territories of Ukraine. Any legal norms of other states in these territories cannot be applied to citizens of Ukraine. According to the lawyer, in this way the invaders press and intimidate the citizens of Ukraine without any legal basis. The occupiers systematically manipulate the emotionally sensitive topic of child safety. Previously, fake reports were circulated that Zelenskyi ordered to start the full-time face-to-face studies from September 1. They also talked about the fact that supposedly Ukrainian children are taught to hate Russia from childhood.

Recently, the Russians spread a fake, allegedly Kyiv insisted on the placement of prisoners of war fighters of the Azov regiment in the pre-trial detention center in the village of Olenivka, Donetsk region, where about 50 Ukrainian defenders died as a result of an explosion, more than 70 were seriously injured.According to Russian propaganda, in this way, Kyiv wanted to remove the perpetrators of its crimes against its own people, and the blow to the pre-trial detention center was dealt after the prisoners began to testify.The so-called manifesto allegedly on behalf of "Azov" is a continuation of attempts to stir up discord within Ukraine.

Allegedly, 91-92% of respondents in Donbas want to become a part of Russia, and about 75-77% in the Kherson and Zaporizhzhia regions as well. It seems that the decision to belong to Russia will be made by the inhabitants of the occupied territories, and Russia will "treat" it with respect.

Thus, Russia is trying to use the “referendum”, which it will try to hold in the occupied territories on September 11, in order to once again absolve itself of responsibility. All propaganda media present the situation as if the initiative to join Russia comes exclusively from local residents, and the Kremlin simply recognizes the right of the people to self-determination. People controlled by the army of another state seem to voluntarily wish to join this very state.
