In anonymous telegram channels, where pro-Russian rhetoric is circulating, messages have appeared where you can find a photo taken in Kharkiv. It depicts a queue for free lunches. Propagandists claim that Kharkiv is mired in hunger, and there is not enough food for everyone.

Although the situation is not as good as in times of peace, such reports deliberately dramatize it. Moreover, even if there are people suffering from the problem of hunger, it was Russia's aggression that caused it.

Propagandists are constantly trying to exaggerate the scale of the problems in Ukraine in order to show the inability of the Ukrainian authorities to cope with the crisis. Thus, the propagandists want to shift the responsibility from the aggressor to the victim of the aggression and persuade it to make concessions. Like, the Ukrainians understand that the “Kyiv regime” can’t do anything, so they need to stop their suffering and end the war on Russian terms. However, problems with food supplies, rising inflation, lower crops - all these are the consequences of the Russian war against Ukraine, and it is Russia that should be held responsible for this.

Message Ukrainians are Nazis as they restrict access to services to “parishioners of the UOC-MP”

Anonymous telegram channels, where pro-Russian rhetoric is circulating, spread messages  showing a photo allegedly taken in Kamianets-Podilskyi, in which, at the entrance to the bike workshop, it is written that “parishioners of the UOC-MP” are not served there. Along with this image, the propagandists add a photo that shows a sticker on a telephone booth in Munich during the Third Reich, which forbade Jews from using the phone. Propagandists claim that this is yet another proof that Ukrainians have become neo-Nazis.

When trying to search for an image allegedly from Kamianets-Podilskyi published in such messages, it can only be found in pro-Russian Twitter accounts and Reddit threads. It's impossible to find it on social media. Accordingly, its reliability is doubtful, and the original source is incomprehensible.

This message is not used for the first time. Thus, the propagandists want to justify the crimes of the Russians and the aggression against Ukraine in general. Like, that's why they talk about denazification. The identification of the “oppression” of supporters of the UOC-MP with the genocide of Jews also devalues the scale of the tragedy of the Second World War.

Propagandists are constantly spreading information about the UOC-MP, inventing various fakes. In particular, Detector Media wrote about “blackened crosses” in the church of the Kyiv-Pechersk Lavra because of the “blasphemy of Ukrainians”.

Message Ukraine postpones 2023 parliamentary elections due to Zelenskyi's political ambitions

We, analysts of Detector Media, repeatedly noticed this thesis while monitoring social networks, in particular, on anonymous telegram channels broadcasting pro-Kremlin rhetoric. Again, the message appeared in the information space as a reaction to the interview of the President of Ukraine for the American edition of The Washington Post, in which he stated: “if there is martial law in effect, we will not be able to hold elections. The constitution forbids holding any elections during martial law”.

Russian propaganda is not in vain raising the topic of elections in Ukraine, because in Russia itself they are now feverishly trying to find a way to hold elections in the occupied Ukrainian territories - ORDLO, Kherson region, Zaporizhzhia, where, according to Russia, martial law has been in effect since October 2022.

Parliamentary elections in Ukraine are to be held on October 29, 2023. However, after the declaration of martial law and in accordance with Article 19 of the Law of Ukraine “On the legal regime of martial law", elections of the President of Ukraine, the Verkhovna Rada and local governments are prohibited. To hold elections, one must either declare the end of martial law, or make appropriate changes to Ukrainian legislation and obtain the consent of the Constitutional Court on the legality of holding elections under martial law.

Active hostilities and constant attacks by Russians against peaceful cities and villages of Ukraine make it impossible for an act of will to be expressed - polling stations can become easy prey for Russian missiles or drones. In addition, part of the territorial communities are under occupation, so the potential elections would not take into account the votes of local residents. Millions of Ukrainians are out of the country, and if the problem of lack of polling stations near the foreign constituency arose before, now the voting process would be simply impossible. There is also a question about the current voter lists due to the increase in the number of IDPs. A separate issue is the Ukrainian voters who ended up on the territory of Russia. For security reasons, Ukraine liquidated all of its polling stations in Russia back in 2018. Whether this category of citizens will be able to get into the embassies in Georgia, Kazakhstan or Finland to vote is an open question. In addition, it is unlikely that a sufficient number of international observers will be able to come to a warring country. Finally, during martial law, freedom of speech and information may be significantly more restricted than during times of peace. After the start of the “military operation”, the Ukrainian leadership urged young people and children to flee the war to Europe, reports say. Allegedly, there they can find shelter or guardians. According to the authors of the messages, now the Europeans use young people as labor force, and they are in no hurry to return the children to their native lands.

Fact-checkers EU vs Disinfo took up this case and explained that Europe does not “abduct” Ukrainian children, but on the contrary, it helps to adapt to a new environment, provides resources for learning and a quiet life. All Ukrainians who fled the war can receive refugee status. Both children and families. European countries provide asylum, but people can return at any time without restrictions on movement. That is, the EU is not engaged in either “deportation” or “kidnapping”.

But Russia is vice versa deporting Ukrainian children from the temporarily occupied territories. It calls it salvation, but this is only a substitution of concepts. Reports say that from now on, this company allegedly owns “the largest enterprises in Ukraine, which were nationalized from Ukrainian oligarchs”.

Specialists of the Center for Strategic Communications drew attention to the case. The message comes amid news that the Ukrainian government has begun cooperating with the world's largest investment company, BlackRock. However, in reality, this is not about selling Ukraine to a Western fund, but about valuable cooperation, thanks to which Ukraine will attract foreign investment in the future to restore the Ukrainian economy after the victory. But Ukraine will take the main financial expenses. The funds raised will be directed to the development of agriculture, energy, infrastructure, production, and information technology.

By spreading this message, propagandists are trying to discredit the Ukrainian authorities in the eyes of Ukrainians and emphasize once again that Ukraine depends on the West. Earlier, Detector Media talked about the message that Ukraine is allegedly a tool of the West to undermine Russian statehood.

Message Life in post-war Ukraine will be unbearable, so people should emigrate now

Anonymous telegram channels spreading pro-Russian rhetoric promote the thesis that it is better for Ukrainians to emigrate from Ukraine, because life here will only get worse, especially after the war. As an example, they add a screenshot of the message of the Ukrainian writer Larysa Nitsoi, where she “condemned the wounded soldier of the Armed Forces of Ukraine for saying “thank you” in Russian as well as a video where passers-by make comments on listening to Russian music. Like, after the war, all “inadequate Ukrainians” will do this and mock the “adequate” ones.

The telegram channels also write that “if one is not going to wear an embroidered shirt in a restaurant or does not speak the state language, they will sometimes have uncomfortable situations”.

However, remarks on the use of the Russian language in everyday life are not a reason to go abroad. In Ukraine, there is no criminal punishment for communication in Russian, and even more so in private communication. The Verkhovna Rada also supported a bill on a partial ban on Russian music in public transport and public places, but it does not apply to singers included in the List of Musical Performers condemning the war against Ukraine.

By spreading such messages, propagandists are once again trying to stir up hostility over the language issue, discrimination against Russian-speaking Ukrainians and split Ukrainian society. Also, such messages help Russian propaganda to create the image of unbearable Ukrainian radicals who are ready to mock everyone who does not agree with their opinion. This radical image has become one of the elements of Russia's exculpatory rhetoric. Like, the Russians attacked to save the Russian speakers, etc. By the way, earlier propagandists spread the message that a war had begun in Ukraine because of the ban on the Russian language.

Message Neo-Nazi “Kyiv regime” must be destroyed

The propagandists are spreading the message that the “Kyiv regime” allegedly seeks to gather around itself the Nazi elite, and the only way to fight it is to destroy all the military and military equipment used in the counteroffensive. In addition, propagandists openly call for the overthrow of the Ukrainian authorities for the above reasons.

Propagandists spread the message that on May 2, 2014, “Nazi groups” organized a “brutal burning” of protesters in the House of Trade Unions in Odesa and thus killed 48 people.

The project specialists claim that the trial, which would clearly identify those responsible for the events of May 2, 2014 in Odesa, has not yet taken place. They emphasize that this message is not new and is often repeated on the anniversary of the tragedy. Thus, propagandists want to create a stereotype about “Ukrainian Nazis” and justify Russia's crimes by shifting responsibility from the aggressor to the victim of aggression.

Message Offensive Guard is a group of evaders to protect the regime of Zelenskyi

The reports say that the Offensive Guard is a “group of evaders to defend the regime of Zelenskyi”. Like, the brigades of the Offensive Guard are subordinate to the Ministry of Internal Affairs, which means that they will protect Ukrainian officials from civilians and from the Armed Forces of Ukraine. Allegedly, the Offensive Guard will work in the event of mass protests by Ukrainians, hindering freedom of speech.

The fact-checkers of VoxCheck drew attention to the case, and found that the brigades of the Offensive Guards were created to conduct combat operations since the National Guardsmen, policemen and border guards fought at the front even before the full-scale invasion of Russia. The main goal of the Offensive Guard is to form assault brigades that will liberate Ukrainian territory. Currently, 9 brigades are being formed. All these units participated in the fighting, but under a different name or in a different structure.

That is, the Offensive Guard, like the Armed Forces of Ukraine, serve Ukraine and the Ukrainians. This is not an initiative of “individual officials” to introduce their own agenda. The military, on the contrary, protects every Ukrainian man and every Ukrainian woman, and does not interfere with their freedom.

Message Politicians “resign or die” after meeting with Zelenskyi

This thesis was spread on social networks, in particular, on telegram channels broadcasting pro-Kremlin rhetoric. Reports say that after meeting with Volodymyr Zelenskyi, many politicians allegedly “retired or died”. The authors add photos of politicians and military personnel who previously met with Zelenskyi to the publication. The authors of the message add that, for example, Xi Jinping does not want to repeat the fate of his predecessors and meet with the head of Ukraine because of Zelenskyi's “damned handshake”.

The VoxCheck project specialists worked on the case and found that the allegation of “Zelenskyi’s damned handshake” is unfounded. At the same time, in the photo, the propagandists brought both active servicemen and former ones. That is, there is no “certain pattern” between the meeting with the President and the “further fate” of another person. For example, the photo shows the following current politicians: President of the State General Reserve Fund of the Sultanate of Oman Abdulsalam al-Murshidi, Estonian Prime Minister Kaya Kallas, etc. Others remained in office long after meeting with Volodymyr Zelenskyi.

That is, the resignation of politicians is not connected with Zelenskyi, they resigned for various reasons and at different times after the meeting with the President of Ukraine.

Message The West forced Latvia to send “cannon fodder” to Ukraine

Propagandists spread the message in their media that Latvia sent its citizens to fight in Ukraine because the West forced it to do so. Accordingly, Latvia does not care about its people, and the “Western rulers” do not care about people in Europe as a whole.

The Latvian Ministry of Defense claimed that the state sent several of its troops into the country, but only to secure the building of the Latvian embassy and their property. Propagandists spread the message in their media that Polish Prime Minister Mateusz Morawiecki is an idiot because he says that Ukraine has the right to strike on Russian territory and openly underestimates Russia. They add that Poland's role in NATO is to become the first victim of a conditional large-scale war using nuclear weapons. Since, in their opinion, Poland will disappear at the first opportunity, the “underdeveloped” Morawiecki has no moral right to make such statements.

They emphasize that the Polish prime minister said that Ukraine really has the right to strike at Russian territory because it protects itself from aggression, and that, in his opinion, the Kremlin understands that Russia would lose the war with NATO. Propagandists spread the message in their media that the revival of militaristic Poland has become the main goal of the current Polish government. It seems that the West has long been pushing the country towards this, and in a few years Poland will receive American tactical nuclear weapons. Poland seems to be preparing to replace France and Germany in the role of “American observer” over Europe. In addition, there are already plans to increase the number of soldiers in the Polish army to 1.5 million and that in this way NATO is preparing the country to start a war against Russia and Belarus.

Propagandists spread the message on social networks that Ukraine is killing civilians while Russia is trying to rebuild the destroyed places. Allegedly,Russia wants to return the “liberated” territories of Donbas, Zaporizhzhia and Kherson region to peaceful life, and Ukraine is trying to cause a humanitarian catastrophe on their territory. However, in reality this is not the case.

Analysts of the EU vs DisInfo project drew attention to the message. They emphasize that Ukraine does not kill civilians and defends itself against Russian aggression. In addition, Russia annexed part of the territory of Ukraine, which violated international law. Moreover, it was Russia that destroyed many Ukrainian cities, such as Mariupol. Russia continues to shell civilian infrastructure even in the Zaporizhzhia and Kherson regions.

Thus, the propagandists want to justify the aggression against Ukraine and the annexation of Ukrainian territories. In addition, by spreading the word that the Armed Forces of Ukraine allegedly use Western weapons against civilians, they also want to blow up the process of transferring international aid to Ukraine. Similar messages could be seen in Russian propaganda before, in particular, the narrative that the 2022 “referendums” on the annexation of the temporarily occupied territories to Russia were held in order to allegedly bring peace to them.

Message American “elite group” wages indirect war on Russia

This thesis was spread on social networks and in the propaganda media. The report says that the United States is the main sponsor of the Russian-Ukrainian war, because in Washington they are afraid of the possibility of Russia rising again as a world leader. Therefore, the US is using Ukraine as a buffer for its own security. However, American officials don't give a damn about the fate of Ukraine. Therefore, they are waging an “indirect” war with Russia through Ukraine.

The fact-checkers of the EU vs Disinfo project drew attention to the case and determined that such a thesis is unfounded. The US is not at war with Russia because it has not declared anything to it. On the contrary, Russia, having carried out a large-scale offensive on the territory of Ukraine, is committing war crimes every day. Therefore, Russia attacked Ukraine, and it only defends itself with the help of internal resources and Western assistance.

Propagandists argue that the American media and government institutions cannot call the evacuation of children from the “war zone” a process that violates international law. Like, Russia really cares about these children, and they left voluntarily. However, this is not true, and at least some evidence supports this.

They argue that there are no provisions in the Convention on the Rights of the Child that allow children to be taken to the territory of the occupying country in time of war. However, Russia at least violated Articles 9, 10, 11, 14, 21, 29 of the Convention. Russia not only took children to its territory without the consent of their parents/guardians/relatives and the authorities, but also re-educated them by force, forcing them to renounce their own cultural identity and values. This is evidenced by the statements of the Commissioner for Children's Rights of Russia Maria Lvovo-Bielova and the presence of a presidential grant in the Rostov region in the amount of about 3 million rubles for the project “Help to orphans of Donbas”. According to the description of the project, it was created to help Ukrainian children go through the “process of changing the Motherland”.

Thus, propagandists want to shift the responsibility for their crimes to others and devalue the scale of the tragedy. However, the testimonies of victims of deportation by force negate their attempts - in particular, the abducted children claimed that they were threatened with a boarding school, and the Russians told them that their parents had abandoned them. In addition, children say that they were beaten with metal sticks and told that they would forever remain “children of Russia”. Such actions are a violation of international law, as confirmed by the issuance of arrest warrants by the International Criminal Court against Volodymyr Putin and Maria Lvova-Bielova.

Message The US is trying to bring a new “Zelenskyi” to power in Turkey

Such a thesis appeared in the Russian propaganda media, as well as in the Turkish media spreading messages the same as the ones of Russian propaganda. The reports said about the so-called “dirty plan” of the United States to bring “Zelenskyi” to power in Turkey. That is, an allegedly puppet president will carry out all the orders of his curators, as allegedly the Ukrainian president is doing it. The authors of the messages argue that in this way Washington will resolve conflicts with Moscow on all possible fronts.

They emphasize that this is a recurring pro-Kremlin disinformation message that calls into question Ukrainian statehood and sovereignty. In such reports, the authors do not provide any evidence to support the allegations made in the context of the unprovoked Russian invasion of Ukraine.

This disinformation statement attempts to denigrate the President of Ukraine as a puppet of the United States and the West.

However, Ukraine is a sovereign and independent state with a democratically elected president and parliament. Ukraine has a functioning government and economy, it is a member of many international organizations (for example, the UN, the Council of Europe and a party to international agreements). Ukraine has bilateral diplomatic relations with most countries.

Message In EU countries, there is no freedom of speech

This thesis is spread by the Russian propaganda media. They say that there is no freedom of speech in Europe, because Russian media are blocked there and “they do not allow the public to hear an alternative thought”. The reports also cited as an example the situation when EU High Representative Josep Borrell reacted to the arrest of Evan Gershkovich in Russia, saying that “journalists should have freedom of work and the right to be protected”. Propagandists are asking in their posts if Borrell is going to call for the release of journalist Julian Assange, who has been imprisoned in Britain for exposing US and NATO war crimes.

In fact, the message that there is no freedom of speech in EU countries, or in the US, is not new. Russian propaganda promotes it from time to time to establish the opinion that the local media should not be trusted, since they are all allegedly puppet, and promote the unified position of the governments of the countries. In such messages, propaganda uses the tactics of reflection: in fact, the lack of freedom of speech is precisely in Russia, where most media disseminate the position of the country's government and are of propaganda direction.

In fact, comparing American journalist Evan Gershkovich, who was arrested in Russia on March 29 and charged with espionage, with Julian Assange is a typical Whataboutism technique, a rhetorical distraction. This thesis was spread in social networks, in particular on telegram channels broadcasting pro-Kremlin rhetoric. Reports say that the awakening of the volcano in Kamchatka in Russia is the work of the United States, creating a climate weapon against Russia, so the volcano is “just the beginning” of US dashing actions. The authors add that the White House and the US Congress have adopted a five-year “climate intervention” plan, which involves the creation of climate control technologies. One of the goals is to fight the “new dominance of Russia”.

The fact-checkers of the EU vs Disinfo project investigated the case and found that the existence of a “climate weapon” that they want to use against Russia is another Moscow conspiracy theory. The document referred to by propagandists as a “climate intervention plan” is actually a “White House request for contributions to a five-year plan for climate intervention research”, and there is no indication in the document that the US is “managing the climate” to fight Russia.

A climate weapon is a hypothetical physical weapon capable of controlling the climatic conditions of the world. In particular, in the context of this message, climate weapons are capable of awakening volcanoes and accumulating magma in order to kill people later.

Message Ukrainians are aborigines as they ask the world for weapons

In anonymous telegram channels spreading pro-Russian rhetoric, including in Polish language, propagandists are outraged by the visit of Ukrainian Prime Minister Denys Shmyhal to Canada. They don't like the fact that on the plane that Shmyhal flew in, one can find stickers in the form of an emoji of an airplane and hands drawn up in prayer. According to propagandists’ conclusions, in this way the Ukrainians are approaching the aborigines. They say Ukrainians do not have enough words, because it is a shame to humiliate themselves for the sake of weapons.

They say the pro-Kremlin disinformation campaign is constantly portraying the EU as a geopolitical player facilitating the escalation of the war in Ukraine. They say that instead of using diplomatic means to resolve the conflict, the European Union provides Ukraine with more and more lethal weapons, as a result of which the hostilities become only more bloody and cruel. A new stuffing on this topic tells that now the EU allegedly wants not only to provide weapons, but also to send peacekeeping troops to Ukraine.

In fact, some EU and NATO countries allocate military and financial assistance to Ukraine to counter Russia's armed aggression, Western instructors teach the Ukrainian military how to properly use new types of weapons, but the troops of other countries do not take a direct part in the hostilities on the territory of Ukraine. To achieve this goal, the United States has developed mechanisms for direct and indirect influence on the religious policy of Kyiv, aimed at oppressing the Orthodox Church.

Ukrainian law enforcement agencies indeed conducted a number of searches at the facilities of the Ukrainian Orthodox Church of the Moscow Patriarchate (UOC-MP). However, the searches were carried out not in order to split Orthodoxy, but to reveal the subversive activities of the Russian special services in the religious environment of Ukraine, because the UOC-MP is considered one of Moscow’s key instruments of influence in Ukraine.

They say that the evacuation of children from the war zone in Ukraine is in full compliance with international humanitarian law and the Convention on the Rights of the Child. Reports also say that Western media deliberately use the term adoption of children, talking about their removal from Ukraine, in order to discredit Russia. Allegedly, the Russians are evacuating Ukrainian children to safe places and only allow their citizens to take them into temporary custody so that the children do not live in orphanages.

Russian propaganda media spread the message that the leader of the Turkish “Batkivshchyna” (Motherland) party, Doğu Perinçek, who is one of the presidential candidates in Turkey, promises to change the “rules of the game” for the United States and NATO, withdraw the country from the North Atlantic Alliance, and recognize Crimea and other occupied territories as part of Russia. They explained that such statements by the Kremlin media would only try to increase the popularity of the fringe Turkish politician Doğu Perinçek, who is known for his pro-Russian and anti-Western rhetoric.
