Message Ukraine is “europeanizing” because it introduces wagons exclusively for transgender people

This thesis was circulated on social networks, in particular on telegram channels broadcasting pro-Kremlin rhetoric. Reports say that Ukraine is introducing compartment cars for transgender people because Ukraine wants to “europeanize”, supposedly despite the real wishes and demand of the public.

In fact, the women's compartment initiative is not limited to transgender people. First of all, this idea originated on Twitter, where the user complained of discomfort in a compartment in which three men and she were traveling. Subsequently, the press service of Ukrzaliznytsia came out with a statement that they were ready to conduct a test period for the use of women's compartments in order to assess demand. Meanwhile, the chairman of the board of the company, Yevhen Liashchenko, said that the goal is to help women feel more comfortable and safer through a set of measures, one of which will be a pilot project with women's compartments. They will test them for several months and, together with society and specialists, will decide on the scale of the initiative. That is, women's compartments are for women, and for women with children, and for transgender people. At the same time, to say that the public does not want the introduction of women's compartments, especially for transgender people, is also unreasonable. If the user was supported in the comments on Twitter and even made a petition to the relevant site (24,684 out of 25,000 votes have been collected at the moment), there is still a demand for the proposal.

Thus, the propaganda moved away from the real problem - the safety of women in public space. Allegedly, it is more important for Ukraine to show that they are “europeanizing” and do not consider the desire of Ukrainian women. First of all, it's about safety. Even the press service of Ukrzaliznytsia explained that the safety of Ukrainians regardless of gender is a fundamental priority of the company. Actually, for this they introduce an initiative with women's compartments, and not “boast” to someone.

Fake The President of Syria ignored Zelenskyi during the conference by removing the device for simultaneous translation

Such information was disseminated in social networks, in particular, on telegram channels broadcasting pro-Kremlin rhetoric. Reports say that Zelenskyi attended the Arab League Summit in Saudi Arabia on May 19. At the same time when Zelenskyi was delivering his speech, Syrian President Bashar al-Assad allegedly removed his simultaneous translation device “in protest”. Like, the Syrian president ignores Zelenskyi when he talks about Russian war crimes. It is not true.

Reuters fact-checkers took up the case, explaining that Bashar al-Assad was fluent in English and did not need a device to translate into Arabic. At the same time, within the framework of the summit, there was direct communication between officials, which means that no one “ignored” Zelenskyi. Moreover, information about the “protest” of the Syrian president is only published in the Russian segment of social networks.

By spreading this fake, propagandists are trying to show how Zelenskyi is allegedly not favored in diplomatic circles. Like, his speeches are ignored and protested against him. Thus, Russian propaganda distorts reality, portraying the image of Zelenskyi as a failed president.

Tactics and tools How Russian propaganda uses the “vague assumption” tactic

Using the vague assumption tactic, propagandists present the messages they want to the audience in the format of multiple guesses or hints. This is done to inspire more credibility, because the message itself may sound unconvincing. When people hear repeated fuzzy assumptions or hints, they themselves come up with the “truth” that propagandists need.

An example of the use of this tactic is the propaganda messages that appeared after Russian missiles hit Khmelnytskyi and Ternopil region on May 13, 2023. Pro-Russian anonymous telegram channels provided the messages they needed precisely in the format of vague assumptions of varying degrees. The least clear of them were the following: “The consequences of the strike at the ammunition warehouse in Khmelnytskyi. Most of the object was destroyed by the explosion and secondary detonations. There is no information about what was in the warehouses, as well as a photo of the work of the State Emergency Service” and “Here is such a memo that appeared in public places in cities in the Khmelnytskyi region. The Ministry of Health of Ukraine reminds of the need to follow  radiation safety rules. However, at the official level, so far no one has explained anything: what actually exploded in warehouses in the Ternopil region”. Such reports, combined with clearer ones about the uranium cores of shells for British Challenger 2 tanks, were intended to create panic and a sense of a radiation threat among Ukrainians, as well as to show the alleged aggressiveness and desire to escalate the war on the part of the Western allies.

Another example of the use of allusions in propaganda is a report by another pro-Russian anonymous telegram channel, which criticizes the statement of the Minister of Internal Affairs of Ukraine Ihor Klymenko about the fact that men who illegally left Ukraine will be punished: “A Ukrainian who is abroad is outraged that people's deputies are preparing to adopt a bill on criminal liability for men who have gone abroad. I wonder if such a law is passed, what will the sons of Danilov and Stefanchuk do? And the sons of other bureaucrats and businessmen. Will they be given a disability? Or something else?”. Here propagandists make an indirect allusion to the fact that the sons of the highest officials of Ukraine Oleksii Danilov and Ruslan Stefanchuk are allegedly illegally abroad, with the aim of discrediting the authorities as a whole and accusing them of double standards.

Tactics and tools The Russians circulated a document on behalf of the commander of the Armed Forces of Ukraine, who asks to increase space in cemeteries for “Polish mercenaries”

Such information was disseminated in social networks, in particular, on telegram channels broadcasting pro-Kremlin rhetoric. The reports say that the commander of the Operational Command “Skhid” (East) of the Ground Forces of the Armed Forces of Ukraine, Oleh Mikats, allegedly appealed to the administration of Zaporizhzhia with a request to increase the space in the cemeteries for “Polish mercenaries”. The authors of the messages attach a “document-appeal”.

The fact-checkers of the StopFake project drew attention to the case and found out that this “document” was fake. In particular, the following errors indicate the fakeness of the document:

The name and position of the addressee are incorrectly written in the “document”; Now there is no mayor in Zaporizhzhia, and the powers of the mayor until new elections are exercised by the secretary of the Zaporizhzhia city council. In all documents, he is signed as “secretary of the city council”, but in the fake document they indicated “head of administration”.

Fact checkers also found factual errors, for example, the appeal was to increase space in the Shevchenko district of Zaporizhzhia. There is no such area in the city.

They also found wording that is not inherent in official business broadcasting. For example, the propagandists in the “document” wrote “occupied Donbas”. Since August 2022, a single concept of “the territory of Ukraine temporarily occupied by the Russian Federation” has been introduced.

Manipulation In Poland, they say that the West is preparing a coup in Belarus

Such information was disseminated in social networks, in particular in the propaganda media. The reports say that in Poland they allegedly announced “the West is preparing for a coup in Belarus”. Like, they are preparing for an armed coup in Belarus and participation in its support by military means. The authors report that the West is planning an invasion of Belarus in order to destroy it. The authors refer to the statement of the Polish General Waldemar Skrzypczak. This is manipulation.

The fact-checkers of the StopFake project drew attention to the case and determined that the Polish general did not say that the West was allegedly preparing a coup in Belarus. The propagandists simply distorted the meaning of the statement. At the same time, the general stressed that the events that recently took place in the Belgorod region are quite likely in Belarus in the event of a successful offensive by the Armed Forces of Ukraine. According to the Polish military, it is the citizens of Belarus who can go against the regime of the self-proclaimed President Lukashenko in the future. At the same time, he also said that Poland should be ready for this and support a democratic uprising in a neighboring country.

By spreading this manipulation, propagandists are trying to demonize the West, which allegedly seeks discord in other states.

Message Russians effectively destroy Western equipment in Ukraine

This thesis was circulated on social networks, in particular on telegram channels broadcasting pro-Kremlin rhetoric. The reports say that due to the constant Russian shelling, the occupiers managed to destroy many equipment and, in particular, a third of the annual production of missiles before the Patriot.

The fact-checkers of the StopFake project worked on the case and found that such a thesis is unfounded. No one knows how many weapons were provided to Ukraine in order to talk about the exact amount of equipment destroyed. In total, there are more than 240 Patriot launchers in 19 countries of the world, thousands of missiles are produced for them with different characteristics and according to different needs. Different countries have different needs and the corresponding number of launch missiles. Such a number is not constant, which means that propagandists simply throw in false information.

The authors often speculate on the topic of Western weapons and exaggerate their achievements, saying that they destroyed a certain number of weapons. For example, earlier we refuted the fake that the Russians destroyed five Patriot launchers. We also explained the message that allegedly all Western equipment is poor, so it is unsuitable for use in Ukraine. Thus, the authors are only trying to convince everyone of the effectiveness of Russian technology. It seems that it has no equal, but all Western equipment can be easily destroyed. So, Moscow wants to create the appearance that Russian troops are constantly winning.

Fake The West said it was preparing for the loss of Ukraine in the war

Such information was disseminated in social networks, in particular, on telegram channels broadcasting pro-Kremlin rhetoric. Reports say the West is preparing to lose the war because the Ukrainian counteroffensive will fail. The West does not expect anything from Ukraine, so it plans the future of Ukraine as if it had already failed the counteroffensive. In support of this thesis, the authors refer to the material of the publication Foreign Affairs.

The fact-checkers of the StopFake project drew attention to the case and determined that the Foreign Affairs article did not say anything about the need to plan for the future of Ukraine “already after the failure of the counteroffensive”. The authors of the fake just came up with these theses from the material. At the same time, the authors of the article wrote that the West should plan to support Ukraine in the long term, since now there is no clear plan after the counteroffensive. The authors went on to highlight how Western officials have repeatedly said they will support Ukraine for as long as it takes.

By spreading this fake, propagandists are trying to show that the West is desperate in Ukraine. Allegedly, they no longer want to support Ukraine, because they know that it will lose. Thus, the authors undermine confidence in the West as a strategic partner of Ukraine.

Fake Ukrainian authorities will forcibly seize land from people for “Polish mercenaries”

Such information was disseminated in social networks, in particular, on telegram channels broadcasting pro-Kremlin rhetoric. Reports say that Ukraine is allegedly planning to pass a law (the draft law No. 8225) allowing the authorities to alienate real estate - houses and land plots. Allegedly, Ukraine will transfer the houses to the property of “Polish mercenaries” who fought in the Armed Forces of Ukraine. It is not true.

The fact-checkers of the StopFake project drew attention to the case, and found that the draft law No. 8225 nowhere states that land or real estate will be given away to “Polish mercenaries” free of charge. The draft law refers exclusively to the use of seized real estate for the construction, restoration or reconstruction of critical infrastructure facilities of categories I and II.

This draft law is an addition to the law “On the alienation of land plots, other real estate objects located on them, in private ownership, for public needs or for reasons of public need”. That is, it regulates the alienation of land plots for the construction or reconstruction of critical infrastructure facilities. Thus, according to the authors of the draft, they facilitate the transfer of a land plot of communal or private property to the state for the restoration of infrastructure.
