Propagandists use various conspiracy theories to justify Russian aggression against Ukraine. One of them is the Sovereign Citizens Movement. This is a group of people in the United States that is common in other countries. They are united by anti-government activities. This group includes activists, litigators, tax protesters, financial fraudsters and conspiracy theorists. They adhere to their own pseudo-legal ideology, which is based on distorted interpretations of common law. They say that they are not limited by government laws if they do not agree with them.

According to the FBI, sovereign citizens are “anti-government extremists” who consider themselves separate from the United States despite living within its borders. They reject the authority of courts and government laws, believing that they can avoid legal obligations through various tactics. This includes refusing to pay taxes, ignoring laws, and rejecting official documents such as Social Security numbers and driver's licenses. Although the arguments of sovereign citizens have no legal validity and have never been recognized by the court.

The movement often attracts individuals facing financial or legal problems or those who consider government actions to be discriminatory. As a result, it grows during periods of economic or social crises. Although it was first associated with racist and right-wing groups, it now includes people of various ethnic backgrounds, including a significant number of African Americans. Most sovereign citizens do not support violence, but their methods often involve illegal activities. Some of them were convicted of tax and financial fraud, as well as traffic violations. The United States Federal Bureau of Investigation classifies the Movement as domestic terrorists.

Sovereign citizen legal theories reinterpret the United States Constitution through selective readings of legal dictionaries, state court decisions or specific rules, and other sources, including the Bible. They routinely ignore the second clause of Article VI of the Constitution, which establishes it as the fundamental law of the land and the Supreme Court as the final authority for interpretation. In addition, many in the Movement consider the county sheriff to be the most important law enforcement officer in the country, with powers greater than those held by federal agents, elected officials, or local law enforcement agencies. This argument is now becoming more used in the context of events occurring around US immigration policy and the recent decisions of the Governor of Texas on defending the state border.

In the post-Soviet space, the Movement is represented by the Union of Slavic Forces of Russia (USSR), also known as “citizens of the USSR” and “necrocommunists”. It is an informal social movement, whose supporters believe that the USSR (and/or the Russian Empire) as a sovereign state and subject of international relations still exists, they consider themselves citizens of this state and do not recognize the Russian Federation, do not comply with its laws and do not obey her government, an ideological movement that believes in conspiracy theories and anti-Semitism.

The ideology of the movement is used to justify Russian aggression towards Ukraine and to stop providing assistance to it. The idea of a “USSR that still exists” has formed the basis of Russian state ideology and is the motivation for the disinformation campaign waged by the Kremlin on a global scale.

Russian news resources and social media users spreading pro-Russian rhetoric are spreading an alleged quote from Foreign Minister Dmytro Kuleba. They say that in Ukraine they were considering the idea of renaming the city of Avdiivka to Prague in order to activate Article 5 of the NATO Charter and provoke a war with Russia on the part of the alliance member states. However, this is fake.

Specialists from the StopFake project drew attention to it. Ukrainian Foreign Minister Dmytro Kuleba has never expressed such absurd proposals, and such a quote is not on his official pages on social networks or other communication channels of the Ukrainian Foreign Ministry. This fictitious quote was distributed only in Russian telegram channels and in user posts on social networks.

Regarding Ukraine's entry into NATO and the activation of Article 5, the Minister wrote in an article for Foreign Affairs why Ukraine should join NATO, noting that this would ensure its protection under this article.

Propagandists spread such fakes to misinform and discredit Ukraine before the world. They say that Ukrainian diplomats are going to the extent of desperate and absurd attempts for Ukraine to join NATO.

A video is being circulated online where several women in military uniform claim that they were sent to fight near Avdiivka because of the decision of the Zelenskyi regime. They say that the reason for this is Zelenskyi’s desire to create a “picture” for the Munich Security Forum. However, the video is most likely staged.

Specialists from the StopFake project drew attention to this. Firstly, the women in the video are unlikely to actually be military personnel - makeup, long hair and manicure usually interfere with the performance of combat missions. Also, they do not have the equipment that is necessary during the battle. In addition, there are no identifying marks on their uniforms.

Secondly, in the video the Ukrainian language of the woman trying to speak it is noticeably “broken”. This may indicate that she is not a native speaker.

Thirdly, the video appeared for the first time on a TikTok profile, which was probably created specifically for the distribution of this video. This is the only message on this page that indicates its inorganic appearance. The video is being circulated exclusively by pro-Russian anonymous telegram channels and pro-Russian groups on Facebook, but even users of these channels express doubts about its authenticity.

Propagandists spread such fakes to discredit the Ukrainian government and Zelenskyi personally, especially against the backdrop of active public discussion of possible changes in the mobilization process. Propagandists do not stop trying to justify Russian aggression against Ukraine, the motives of which are hidden under the narrative of “the need to fire Russians in Ukraine”. To promote this message, Russian media again claim that the residents of Kherson are supposedly waiting for “Russian liberators” and “supporting” Russia’s invasion of Ukraine. Specialists from the StopFake project drew attention to this.

Russian media used the statements of the governor of the occupation authorities, collaborator Volodymyr Saldo, who cannot be considered a reliable source of information. Although the Kremlin calls him “the governor of the Kherson region of Russia”, this position is fictitious. In Ukraine, Saldo is wanted for high treason and violating the territorial integrity of the country. In addition, Volodymyr Saldo is under numerous sanctions from Ukraine, the EU, Great Britain, the USA, Switzerland, Japan, New Zealand, Canada and Australia.

After massive shelling of peaceful cities, destruction of civilian infrastructure and mass murder of civilians, the level of self-identification of Ukrainians reached its highest level in all the years of the country’s independence. According to an all-Ukrainian sociological survey by the Rating group, published on January 29, 2024, very high rates of a sense of Ukrainian identity were registered in the Kherson region - the majority of respondents called themselves convinced Ukrainians from a European nation. At the same time, respondents most often noted Ukrainian identity as a conscious choice, aggravated by the war.

Russia regularly shells every district of the city, killing civilians in Kherson and causing enormous damage to critical infrastructure. It was the actions of Russian troops that led to significant material and human losses in Kherson, which caused negative emotions among the vast majority of local residents. According to a survey by the Protection Kherson Society Foundation (2023), only 8% of Kherson residents noted that they were not injured as a result of enemy shelling. Every third Kherson family lost property due to Russian aggression. A third (35%) of Kherson residents had their apartment or private house damaged, 27% of respondents noted that their apartment building was damaged, and another 23% had their property damaged. Significant damage has also been caused to the health of Kherson residents: 35% testify that in their families there are people who have begun to suffer from mental disorders, 3% in the family are injured. However, the worst thing is that people are dying due to shelling of the city. During the survey, 2% of Kherson residents said that there were deaths in their families.

The majority of respondents believe that the restoration of Kherson should occur primarily at the expense of the aggressor state (79%), which should be punished for its criminal actions.

The Russian myth about the “originally Russian southeast” of Ukraine, which, according to the occupiers, should include the Kherson region, has never been confirmed by facts. It should be recalled that after the collapse of the Soviet Union, during the all-Ukrainian referendum on December 1, 1991, 93.13% of the residents of the Kherson region voted for the independence of Ukraine. Thus, they confirmed their desire to live in an independent and sovereign state - Ukraine. And during the 2001 All-Ukrainian Population Census, the majority of Kherson residents (82%) considered themselves Ukrainians.

Propagandists broadcasting pro-Russian rhetoric on anonymous telegram channels are disseminating information that Ukrainian President Volodymyr Zelenskyi has stated that if assistance is refused, he will no longer consider the United States a strategic partner. However, this is manipulation.

During the Munich Security Conference, Volodymyr Zelenskyi and US Vice President Kamala Harris held a joint briefing. When asked about “Plan B” if the US Congress does not support the bill on additional funding for Ukraine, the President of Ukraine noted that no alternatives are being considered.

He expressed hope for a positive decision by Congress, pointing out that Ukraine views the United States as a strategic partner, and therefore hopes for its further support. Zelenskyi stressed that an alternative position would mean instability in relations. These words have been twisted and used to create a manipulative “quote” that is being circulated online without proper context.

Kamala Harris also supported Zelenskyi, expressing confidence that the bill will be passed and called for a focus on “Plan A” - providing Ukraine with the necessary resources. She stressed the importance of avoiding politicization of the issue and the need to remain steadfast in supporting allies. The President of Ukraine also expressed his faith in the positive decision of Congress and said that he does not consider the adoption of the bill a treacherous position, because, in his opinion, the strategic partner will not leave Ukraine without support.

Propagandists spread such manipulations to undermine bilateral relations between the United States and Ukraine and stop US support.
