Spilnota Detector Media
Detector Media collects and documents real-time chronicles of the Kremlin disinformation about the Russian invasion. Ukraine for decades has been suffering from Kremlin disinformation. Here we document all narratives, messages, and tactics, which Russia is using from February 17th, 2022. Reminder: the increasing of shelling and fighting by militants happened on the 17th of February 2022 on the territory of Ukraine. Russian propaganda blames Ukraine for these actions.

On 08 May, on the 804th day of the full-scale war, our editorial office recorded:

Message To disable the entire energy system of Ukraine, 15 missiles are needed

Pro-Russian telegram channels write about this after massive rocket attacks on November 15, 2022. They say that more than 90 missiles were fired in Ukraine, of which 70 were shot down. In total, they hit 15 energy infrastructure facilities.

In fact, Russian propaganda uses several manipulations at once. In order to achieve mass defeats, Russia has to produce several times more missiles. Therefore, all missiles fired are “counted”, and not just those that hit the target. Indeed, some regions, but not all of Ukraine, remained without electricity, water and heat supply.

Deliberate targeted attack on the civilian population or individual civilians who do not participate in hostilities and deliberate attack on civilian objects are war crimes. By spreading such messages, Russian propaganda indirectly confirms that the Russian army is deliberately committing war crimes and deliberately destroying critical infrastructure.

Message Rocket strikes on Ukraine are “revenge” for Kherson

This is written on social networks during an air raid due to the threat of missile strikes throughout Ukraine. They say that Volodymyr Zelenskyi did not need to go to the de-occupied Kherson and anger the enemy. So now we have a "retribution".

Russian propaganda is once again positioning rocket attacks on Ukraine's civilian and energy infrastructure as “revenge”. In October propagandists used similar excuses. Allegedly, the shelling was due to a drone attack in the Sevastopol bay and after an explosion on the Crimean bridge.

The fact-checkers of The Insider examined the specifics of aiming Russian missiles at civilian infrastructure and proved that the preparation of such strikes takes several weeks. So, as in October, today's attack could not be retaliatory strikes.

Fake In Kyiv the lights will stop being turned off in a week

This is written in social networks and telegram channels. The reports allegedly refer to messages from the chairman of the board of NPC Ukrenergo. It is not true.

According to NPC Ukrenergo, scheduled outages will continue in Kyiv and in a number of other regions until the completion of the relevant repairs and the restoration of the ability of the power grid to transmit additional power to these regions, which they need.

As the Center for Counteracting Disinformation writes, many telegram channels disseminated messages with an incorrect interpretation of the words of the chairman of the board of NPC Ukrenergo Volodymyr Kudrytskyi on the air of the United News marathon and subsequently wrote a refutation of their own messages.

Message The Anglo-Saxons are trying to "scrape" legal grounds for the theft of "illegally" arrested Russian assets

Russian media write about this with reference to the words of Dmytro Medvediev. Like, because of the UN resolution on compensation for damage to Ukraine during the war, the Anglo-Saxons "legitimize" the theft of Russian funds.

The UN General Assembly at a special session on November 14 adopted a resolution on the payment of reparations from Russia for the damage caused as a result of a full-scale aggression against Ukraine. The authors of the document are Ukraine and about fifty other states. 94 countries voted in favor of the resolution, 73 abstained. 14 countries voted against.

The document recognizes the need to create, in cooperation with Ukraine, an international mechanism to compensate for damage, loss or damage that is the result of Russia's actions in Ukraine or against Ukraine. The resolution recommends that UN members create, in cooperation with Ukraine, an international register of damages to record evidence.

Fake Humanitarian aid has not been provided in Kharkiv region for the third week

Such information is disseminated by Russian propaganda media and telegram channels. Allegedly, in the communities of the Kharkiv region, humanitarian aid has not been given for three weeks. Like, people are being starved, the authorities said to tighten the belts, not to walk and not to ask for anything. The reports do not indicate specific villages where there is allegedly a problem with the issuance of humanitarian aid. This is not true.

As the Kharkiv Anti-Corruption Center notes, the situation with the distribution of humanitarian aid is different in different communities. Even in communities located nearby, there may be a different intensity of the issuance of assistance. However, on the pages of different communities almost every day there are messages about receiving humanitarian aid. There is a Unified Humanitarian Coordination Center in the region that helps to direct humanitarian aid to communities where the needs are more urgent.

Disclosure Fraudsters collect information about Ukrainian refugees and internally displaced persons (IDPs)

Fraudsters have created a website that pretends to be a resource that allegedly helps Ukrainians affected by the war. Under Facebook posts, bots leave comments like: "We created a project that directly connects donors with individual Ukrainians or Ukrainian refugees who apply for financial assistance" and add a link to a fraudulent site. Instead of helping, this resource actually collects user data.

As noted by the fact-checkers of the NotaYenota project, fraudulent sites basically do not have data about the project team, distribution of duties, responsibility and reporting. Also, there are usually no contacts, only the opportunity to leave your own ones. Although there is a mention of a Facebook page on the site, there is no link to it. There are no reviews from those who have already received help, although scammers usually add fake reviews.

In order to allegedly receive financial assistance, you need to create an account on the Binance cryptocurrency platform. Next, you need to shoot a video up to a minute and send your wallet number to Binance. It is surprising that scammers do not ask for passport details to make sure that it is Ukrainians who are applying for help. It is likely that in the future, scammers will use video recording to deceive facial identification technologies and access to personal data.

The Binance platform has indeed previously participated in a financial assistance project for refugees from Ukraine. However, only those living abroad could receive assistance. Now this project is closed, and it is impossible to get help.

Now the fraudulent site is blocked, but you may see what this resource looked like through the web archive. Despite the constant blocking of such fraudulent resources, new ones are constantly appearing.
