Life in the so-called new regions of the Russian Federation, that is, in the temporarily occupied territories (TOT) of Ukraine, will supposedly soon improve. These are the promises that residents of the temporarily occupied Zaporizhzhia region constantly hear. However, occupiers often make promises but do not keep their promises. The Zaporizhzhia Investigation Center (ZCR) has collected false promises from the occupiers, which have not been fulfilled in recent months. Its experts emphasize that checking the real situation on TOT is complicated by the lack of free access to official Russian data and possible forgeries. They rely on messages and comments from local residents. In particular, experts warn that these comments may be biased, but they reflect the actual state of affairs.

“New elevators” for Berdiansk residents

In February 2024, the occupation authorities announced that the occupied territories would receive 300 new elevators, of which 22 would be in Berdiansk. In March they even reported on the launch of three and the installation of five more. Propagandists claimed that these elevators had greater capacity and speed, were quieter, and were more reliable and safe. However, these elevators quickly stopped working. Local residents were told that their work required documents from Moscow, which were not available. They say that until the documents are completed, the elevators will not work. Residents of TOT are again forced to walk, and the occupation authorities were satisfied with filming the story and photographing it.

Marketplaces in temporarily occupied territories

The occupation authorities promised that large Russian marketplaces - Ozon and Wildberries - would begin operating on the territory of the so-called Novorossiya. However, the marketplaces themselves denied this information, saying that the TOT does not have the necessary infrastructure to open their branches. The closest place with operating online stores is temporarily occupied Crimea. TOT residents order goods from Ozon and Wildberries and receive them through private carriers, since some goods, such as medicines, cannot be purchased on TOT.

Medicine stock for TOT

A month ago, the occupation authorities announced that in the temporarily occupied part of the Zaporizhzhia region, the necessary supply of medicines had allegedly been created and now residents do not need to wait for supplies or order hard-to-find medications. According to them, over the past two years, 146 pharmacies and pharmacy points have been opened in TOT. However, TOT residents continue to search for medicines, especially those in short supply. Ordering through marketplaces remains a more reliable method than buying them at a pharmacy. Another way is to receive medicine through “transfers” from Ukraine and Europe. Thus, the promise of stock of medicines has also not been fulfilled. The occupiers manipulate statistics by announcing the opening of new pharmacies, although it is likely that they were simply re-registered according to the rules of the occupation authorities. For example, before the occupation, more than 50 pharmacies operated in Berdiansk alone, and “improvement” of the network was not required.

Promises to improve life at the TOT are part of the propaganda that creates the impression of a stable situation at the TOT, encourages those who left to return, and paints a picture of prosperity for Russians. According to ZCR, promises are made every day, and TOT residents are skeptical about them.

Polish-speaking Facebook users posted a picture about Ukraine. It says: “How can a country engulfed in “war”: export goods, participate in Eurovision, participate in sports competitions, trade with the whole world, have fun in Kyiv and other places where cowards hide? Something doesn’t add up here, and at the same time it requires help from all over the world. It’s a lie, do you agree?” Polish fact-checkers from the Demagog project drew attention to this case.

In response to the question “How can a country engulfed in “war”: export goods, [...] trade with the whole world?”, they cite research by Dr. Maria Greenberg of MIT. She argues that the relationship between trade and armed conflict is complex and ambiguous. War destroys trade ties between countries, but does not eliminate them completely. Ukraine exports metals, machinery, chemicals, but mainly agricultural products. The war led to a decrease in exports of these goods and an increase in their prices. Exports of goods and services to Ukraine fell significantly in 2022, according to the World Bank. However, in 2023, Ukraine achieved some stabilization, although exports decreased by about 20% due to lower prices on world markets, not due to lower sales volumes.

Regarding participation in sports and music competitions, there are many examples of countries that sent their teams to various tournaments during armed conflicts. For example, the Syrian team took part in the 2012 Olympics in London, where the civil war continued. In 2016, teams from Iraq and Libya competed at the Rio de Janeiro Olympics. In 2020 (which actually took place in 2021 due to the COVID-19 pandemic), the Tokyo Olympics featured teams from Myanmar and Somalia.

Ukraine is also not the first country to participate in Eurovision during the war. For example, Croatia and Bosnia and Herzegovina - in the first half of the 90s during the wars in Yugoslavia. In 2022, the winner of the competition was the Ukrainian group Kalush Orchestra, but due to the war it was held in Liverpool (UK) in 2023.

Photos of Ukrainians walking the streets of Kyiv are not proof of the absence of war. For example, during World War II, people also continued to go about their business, as archival photographs show.

The war in Ukraine remains a real threat for many people. During the two years of war, more than 10,000 civilian deaths were confirmed as a result of Russian attacks, according to the UN Human Rights Monitoring Mission in Ukraine. The heaviest fighting is taking place in the east of the country, but attacks are also taking place in other regions.

Propagandists use this message to create skepticism among Poles about aid and support for Ukraine and its citizens.

Russian media are disseminating information that Ukraine plans to “take hostage” relatives and friends of athletes who are members of the Olympic team. In particular, they quote the acting Minister of Sports of Ukraine Matvii Bidnyi, who allegedly proposed that athletes traveling to the Olympics leave a trusted person of military age, and if the athlete does not return, this person will immediately be mobilized and sent to the front.

However, the Ministry of Youth and Sports of Ukraine did not make such statements. Specialists from the StopFake project drew attention to this. They also found out that not a single Ukrainian media, official departmental communication channels or government websites reported such a proposal from Matvii Bidnyi. This information can only be found in propaganda media.

Moreover, such a proposal, according to StopFake, is absurd, since in Ukraine, due to martial law, there is a general mobilization of all citizens liable for military service, which does not exclude the category of “relatives or friends of an athlete”. During martial law in Ukraine, all men 18-60 years old are subject to mobilization. Some workers of critical companies, government agencies and athletes may be protected from mobilization. Athletes participating in international competitions may also be allowed to travel abroad. However, not everyone receives reservations, and many athletes voluntarily went to defend the country from the first days of a full-scale war.

Matvii Bidnyi, to whom propagandists attributed this “suggestion”, spoke about the mobilization of athletes as follows: “... It is important to understand that men must defend Ukraine so that we have a future, in particular a sports one. This applies not only to men, because at the front women also fight. In the sports environment, we do not see anyone hiding from mobilization. A draft notice will come - everyone will fulfill their duty”.

Propagandists spread such fakes in order to disrupt the mobilization process in Ukraine and strengthen their message about the “politicization of sports”. Detector Media also refuted other fakes on the topic of mobilization.

Russian propagandists claim that German Chancellor Olaf Scholz allegedly said that Ukraine may not become a NATO member in the next 30 years. “You know the solution, this will not happen in the near future. Perhaps not even in the next 30 years”, Scholz said during a meeting with Berlin residents. However, this is manipulation.

Specialists from the StopFake project drew attention to it. They found that in fact Scholz noted at this meeting in Berlin that before the full-scale invasion, discussing Ukraine's entry into NATO, he assured Putin: “This is not being considered for the next 30 years”. Scholz also accused Putin of attacking Ukraine for “absolutely absurd” reasons, since “NATO has never posed a threat to Russia”.

After the old quote was again picked up by Russian propaganda, the German government commented on the information being disseminated. According to government spokesman Steffen Gebestreit, the situation “has completely changed, and therefore, no, 30 years are no longer relevant”.

During the decade of war in Ukraine, Russian propaganda regularly spread manipulations and fake news that Ukraine would not be accepted into NATO or the EU. Thus, they want to cause skepticism and panic among Ukrainians regarding the actions of their Western partners.

Propagandists are distributing on social networks a quote allegedly said by the Commander-in-Chief of the Armed Forces of Ukraine Oleksandr Syrskyi, commenting on the situation at the front: “The Armed Forces of Ukraine are not retreating. The earth is round, so we are advancing behind enemy lines”, said Syrskyi. In fact, this is another invention of Russian propaganda.

Specialists from the StopFake project drew attention to it. They found out that Commander-in-Chief Syrskyi did not make such statements. On May 23, he stated about the situation in the Kharkiv region that after the first minor successes during the offensive battles in the region, the enemy “was completely immersed in street battles for Vovchansk and suffered very heavy losses in the personnel of the assault units”. In addition, according to him, the enemy is now deploying reserves in different directions, trying to “support active assault operations, but to no avail”. Offensive actions were also being carried out on other sectors of the front, but nowhere in his statements did Syrskyi say that propaganda was being spread.

Propagandists spread such fakes to discredit the Ukrainian army and its leadership, as well as to distort the real situation at the front.
