Spilnota Detector Media
Detector Media collects and documents real-time chronicles of the Kremlin disinformation about the Russian invasion. Ukraine for decades has been suffering from Kremlin disinformation. Here we document all narratives, messages, and tactics, which Russia is using from February 17th, 2022. Reminder: the increasing of shelling and fighting by militants happened on the 17th of February 2022 on the territory of Ukraine. Russian propaganda blames Ukraine for these actions.

Message The new law on media introduces a "total" state dictatorship in the information space

Pro-Russian resources and telegram channels reacted to the adoption of the new media law with numerous fakes and manipulations. Like, this law is “worthy of the worst authoritarian states”. It seems that the authorities are “cleansing” the information space and introducing censorship. It seems that telegram channels remain the only platform where there is still “freedom of speech”.

In fact, this law is one of those that had to be adopted in the context of Ukraine's European integration. Media professionals and members of the public were involved in its development. The law establishes rules that did not exist before and regulates certain media processes. This will make it more difficult for Russian narratives to enter the Ukrainian information space. Therefore, before the adoption of the law, Russian propaganda launched a campaign to discredit it. Instead, Ukrainian media professionals welcome the adoption of the law, despite challenges in its implementation.

Message Kyiv becomes a ghost city

Russian media and pro-Russian resources are spreading reports that residents are allegedly leaving Kyiv en masse. Like, because of the actions of the authorities, the city is emptying, the real estate market is not working. Kyiv is in decline.

Russian propaganda once again gives out wishful thinking. Despite massive rocket attacks, problems with energy supply, the number of Kyiv residents is returning to pre-war levels. In Ukraine, there is indeed increased migration now, but it is not caused by “decline”, but by Russian aggression. StopFake notes that the message of Russian propaganda about the departure of people from Kyiv and the state of the real estate market is a fiction of propagandists.

Fake Ukrainian TV channel showed a map of Ukraine without temporarily occupied territories

The network is spreading a screenshot allegedly from the air of the 1 + 1 TV channel, where during the weather forecast a map of Ukraine was shown without the territories temporarily occupied by Russia. This is not true.

In fact, they showed a whole map with the borders of Ukraine on the air. The photo circulated on the net shows the logos of two separate programs at once: “Breakfast with 1 + 1” and “TSN”. VoxCheck fact-checkers found that the still image distributed on the network was taken from the program “Breakfast with 1 + 1” on December 5. This indicates an identical background on the original and edited image. The program showed not only a full map of Ukraine, but they began to tell the weather forecast from the East of Ukraine.

Fake The Cabinet of Ministers sends almost two thousand doctors from the western regions to the war zone

In social networks, allegedly, a photo of the resolution of the Cabinet of Ministers of Ukraine dated December 7 on the business trip of 1,796 doctors from state medical institutions of the “Lviv, Khmelnytskyi, Ternopil, Ivano-Frankivsk and Uzhhorod” regions to medical institutions in Mykolaiv, Donetsk and Zaporizhzhia regions is distributed. The reports claim that the decision was published on the website of the Cabinet of Ministers, and a few minutes later removed. It is not true.

The Cabinet of Ministers of Ukraine did not make such a decision, and a photo of the document was created in a graphic editor. Fact-checkers of the VoxCheck project note that there are many errors in the fake document. For example, the Transcarpathian region is indicated as Uzhhorod region, the norms of official record keeping are not observed. On the website of the Cabinet of Ministers under the number 1363, a decree of December 6 is indicated with a completely different content.

Fake Ukrainian refugees robbed the apartment of an elderly woman in Poland

A video is circulating online in which an elderly woman allegedly complains to the Polish authorities that she was “robbed” by Ukrainian refugees, whom she settled in her apartment. In different versions of the story, either the woman’s children or the city authorities persuaded the 73-year-old Polish woman to give shelter to a Ukrainian family. It seems that the Ukrainians robbed a woman, smashed the apartment, ran into debt for housing and disappeared. The victim allegedly vainly demands compensation from the authorities. It is not true.

The video has nothing to do with Ukraine. StopFake fact-checkers found out that this video first appeared online on April 24, 2018. An elderly woman in the video complains that she was not provided with the promised services - the replacement of all equipment with the Internet and television. The video was probably filmed at the customer service office of the company "Vectra", which provides telecommunications services in Poland.

Manipulation A pensioner from Kupiansk will be put on trial for organizing football matches during the occupation

Russian media and pro-Russian telegram channels spread messages about a “pensioner from Kupiansk” who was allegedly unfairly announced on suspicion of treason. Like, the whole corpus delicti consists in holding football matches. And for this he faces a sentence of up to twelve years in prison. This is manipulation.

According to the Kharkiv region police, during the occupation of the settlement, the man served as director of the Spartak stadium, supported the decisions and actions of the occupiers, and, in addition to football matches, organized other cultural events with elements of propaganda.

Message Ukrainian refugee women in the EU as “a new face of European racism”

Kremlin information resources are distributing a publication stating that supposedly Ukrainian women who have gone abroad refuse to provide sexual services to African Americans and Asians. They seem to be showing racism.

According to StopFake, the publication referred to by the Russian media does not exist. A photo-edited screenshot of a Vision Times publication published on March 24 is being circulated online. It talks about the high risks of sexual exploitation of Ukrainian women who were forced to move to the EU after a full-scale Russian invasion. The propagandists changed the title of the article “War in Ukraine puts refugee women at risk of human trafficking and sex maniacs” to “Ukrainian refugee women involved in sex work refuse to sleep with blacks and people of color: the new face of European racism”. They also changed the author and the release date of the article.

Russia systematically discredits Ukrainian refugees. Read more about gender disinformation in the Detector Media study.
