Pro-Russian telegram channels and media are actively reporting Pyongyang’s readiness for a meeting between Kremlin head Volodymyr Putin and North Korean leader Kim Jong-un. On June 18-19, negotiations will take place to sign an agreement on a “comprehensive strategic partnership” in order to overcome Western sanctions. The day before the visit, the North Korean newspaper Rodong Sinmun published Putin’s article “Russia and the DPRK: traditions of friendship and cooperation through the years”.

On June 17, NATO Secretary General Jens Stoltenberg, speaking at a conference at the Wilson Center, noted that the Kremlin ruler's trip to the DPRK “demonstrates how much President Putin and Moscow now depend on authoritarian countries around the world”. In particular, their cooperation takes place in the military sphere. This is confirmed by information from Bloomberg, which reported that the DPRK could send about 5 million artillery shells to Russia. US National Security Council spokesman John Kirby, citing intelligence reports, said North Korea provided Russia with launchers and several ballistic missiles. The Russians subsequently used them for attacks in Ukraine.

Russia has long tried to avoid and circumvent Western sanctions by buying goods with restrictions on sale. Although the aggressor country boasts that it has successfully avoided restrictions, it is still trying to get rid of them. Thanks to North Korea's support, as well as Moscow's ability to supply banned parts through third countries, Russia was able to increase its ammunition production much more than Ukraine receives from its allies, Bloomberg reports.

The United States fears that as a result of the visit, the Russian Federation may provide assistance to North Korea’s missile and nuclear programs, and in turn, the ballistic missiles and artillery shells that Moscow is using in the war against Ukraine.

However, the United States will do everything possible to stop the supply of weapons from Iran and North Korea to Russia for the war against Ukraine.

In addition, on the eve of Putin’s visit to Pyongyang, the EU imposed sanctions against nine people and companies that help the weapons programs of the DPRK and Russia. They are involved in North Korean activities related to illegal weapons programs and support for the war against Ukraine.

Propagandists are distributing videos on anonymous pro-Russian telegram channels with allegedly Ukrainian soldiers shooting African mercenaries for desertion. Poor quality shows two men in military uniforms with blue armbands and four men kneeling against the wall. However, this video is fake.

StopFake specialists drew attention to it. They suggest that the video was created by Russian propaganda to discredit the Armed Forces of Ukraine. Fact-checkers found that although the Ukrainian language is used in the video for authenticity, the men in the frame are unable to hide the fact that they are not native speakers. Instead of “ne” in the phrase “not sitting”, the man in uniform says “nie”, and before the shot he shouts: “Zakinchui” (“Finish them!”), which is a direct translation of the Russian “Konchai!” - a phrase that is not inherent in Ukrainian in this context. In addition, not a single face is visible in the video, and not a single chevron can be seen on the military. Although at first glance it appears that the filming is taking place in a basement, the room actually has doors and windows. It seems that they were deliberately covered with fabric for filming.

In the end, after the so-called “execution” the video was blurred, but it is still noticeable that the brick wall in front of which the men were kneeling did not receive any damage. The brick is quite fragile and after so many shots, debris and dust should appear.

This is not the first time Russians have resorted to whataboutism, a propaganda tactic that helps divert attention away from Russia. StopFake experts suggest that the video was created by Russian propaganda to discredit the Armed Forces of Ukraine. Thus, Russian propagandists are spreading false information about arbitrariness in the Ukrainian army, thereby distracting Russians from the crimes. According to Ukrainian legislation, foreigners who join the Armed Forces of Ukraine are not mercenaries, and desertion in the army is punishable by imprisonment.

Information is spreading across the network that President of Ukraine Volodymyr Zelenskyi has allegedly introduced a moratorium on increasing utility tariffs by Law No. 2479-IX. At the same time, the authors of messages on this topic refer to the title of one of the materials of the analytical portal “Word and Deed”. However, this is manipulation.

Specialists from the VoxCheck project drew attention to it. They found that Law No. 2479-IX applies exclusively to natural gas distribution services, the production and transportation of thermal energy, as well as the supply of heating and hot water. However, the decision does not apply to electricity, its production and transportation.

Fake news about rising prices for electricity are spreading on social networks due to an increase in the electricity tariff to 4.32 UAH per kWh. Deputy Energy Minister Svitlana Hrinchuk reports: “The tariff increase is a forced step, the only reason for which is significant losses in the energy system after enemy shelling”.

This type of misinformation is spread with the aim of stirring up society by manipulating discontent due to the blackout. At the same time, a fake is being spread about the possibility of increasing the price of electricity to 7.50 UAH per kWh with reference to the already mentioned statement by Svitlana Hrinchuk. However, this price is actually the market value, and not the current one or being considered for implementation.

Russian propagandists are disseminating information that Ukraine has allegedly introduced a ban on the use of air conditioners by all citizens. They say that the government is hiding from Ukrainians the real state of the energy network in Ukraine and is mocking people. However, this is manipulation.

Specialists from the StopFake project drew attention to it. They found out that in fact there was no official ban on the use of air conditioners in Ukrainian apartments. Russian propaganda distorted the order of the Cabinet of Ministers banning officials from using air conditioners, external lighting of buildings and surrounding areas in government institutions, which was introduced in connection with the emergency situation in the energy system caused by Russia’s armed aggression against Ukraine.

The relevant order of the Cabinet of Ministers clearly states that the ban applies only to government institutions, and the instructions “do not apply to healthcare institutions, business entities for which air conditioning is part of the technological process, as well as technical measures for organizing traffic”.

Despite the absence of an official ban on Ukrainians using air conditioners, the Ukrainian government and energy workers are calling for reasonable energy consumption and limiting the use of appliances such as boilers, washing machines, heaters, and air conditioners during peak hours in order to reduce the load and “free up” electricity.

Russia is actively parasitizing on topics related to the energy situation in Ukraine to demoralize Ukrainians, reinforce the narrative of the ineffectiveness of Ukraine as a state that cannot ensure the energy security of its citizens and undermine trust in the authorities and allies.
